Grovetown has grown quickly and is still growing, and most of our work here follows that — clearing and grading on ground being developed, drives and site work for houses built recently, and drainage correction on properties where the water changed once the surrounding land was built on.

Two permitting authorities, not one

This is the single most useful practical thing to know about working in Grovetown, and it catches people out regularly.

Grovetown is an incorporated city. It has its own Planning and Community Development department, and anything that counts as new construction requires a city building permit. They can be reached on (706) 860-5094.

Columbia County still handles land disturbance. The county requires a Land Disturbance Permit application for all projects involving land disturbing activity — not only larger sites — and building permits with associated soil disturbance require an approved LDP first. The Engineering Services Division administers this on (706) 447-7645.

So a single project can need a city permit and a county LDP running in parallel. Assuming one covers the other is how schedules slip. We work out which applies before mobilising and handle the applications on our jobs.

Growth is a drainage problem before it is anything else

Rapid development changes where water goes, and the effects show up on properties that did nothing wrong.

Ground that used to absorb rainfall and release it slowly becomes roofs, roads, drives and compacted lots. The same rainfall now arrives downhill faster and in greater volume. A lot that drained perfectly well for years can start holding water because of what was built above it, and the original grading was set against conditions that no longer exist.

On newer lots there is a related issue. Builder grading is set to the subdivision drainage plan rather than to your finished yard, and once landscaping and fencing go in the fall that existed on paper often is not there in practice.

Most of our drainage correction work around here is one of those two stories.

Cleared is not the same as ready to build

A lot of ground here is being sold as cleared, and it is worth knowing what that means.

Clearing removes what is above ground — trees, brush, undergrowth. Grubbing removes what is below it — stumps, root balls and buried organic material. A lot that has been cleared but not grubbed still has organic material in the ground, and organic material rots. As it rots, whatever sits above it settles, unevenly, over the next two or three years. That is where the dip in the new driveway comes from and the corner of the pad that ended up low.

If you are buying a cleared lot, this is worth checking before you build on it. We strip organic material out of anything we are going to build on, regardless of what a previous contractor called the site.

Around the installation

The Army installation next to Grovetown reverted to the name Fort Gordon in September 2025, having been Fort Eisenhower for the two years before that, so both names are still in circulation locally.

For site work the practical relevance is growth and the regional compatible-use planning effort covering the surrounding cities, which can come into play on larger commercial development near the boundary.
